Austria has a comparatively moderate rate of business start-up activity. High-tech segments have proven to be especially weak: Less than 10% of all new businesses are in the high-tech industry. The number of new business owners with a university degree or a scientific background is especially low.

Spearheaded by tecnet capital, accent Gründerservice GmbH, an AplusB Center in Lower Austra, aims at increasing the number of academic high-tech start-ups in Lower Austria. AplusB is a program funded by the Austrian government to foster academic spin-offs.
